Let's have x be one side (length) and y (width) be the other so now we can write 2 equations as:
2x+2y=70
x=2y-13

Now with the second equation subtract 2y from both sides to get:
x-2y=-13
Now add this to the first to get:
3x=57
Divide by 3 to get:
x=19
Plug 19 into the second equation and we get:
y=16
So now we know the width is 16 inches and the length is 19 inches.
