If the perimeter of a square is 20 m, then each side is 20/4= 5 m. Since the width of the rectangle is the same, it is also 5 m.

The length of the rectangle is 9m, the width is 5m.

P=2W+2L
P=2*5 + 2*9
P=10+18 = 28 m.
