Perimeter = P = 2L + 2W
P = 52
L = W+12 :: Length is 12 more than width, so you'd have to add 12 to L to make it equal.

2L + 2W = 2(L+W)
2(L+W) = 52
L+W = 26
(W+12)+W = 26
2W+12=26
2W = 14
W = 7
.
L=W+12
L=7+12
L=19
.
Check perimeter to be sure it is 52.
2(7+19) = 2(26) = 52
.
State answer:
W = 7
L = 19
.
