Because the width is given in terms of the length, make the length = x and then the width would be 1+ 1/2 x. Remember that the perimeter is twice the length plus twice the width. Therefore,
2x + 2(1 + 1/2 x) = 26
2x + 2 +x = 26
3x +2 = 26
3x = 24
x = 8
So 8 yd. would be the length and 1 + 1/2 (8) = 5 yd. would be the width
