Let x = the width

Therefore:
L = (2x - 4)

Perimeter
2L + 2x = 102
Simplify, divide by 2
L + x = 51
Replace L with (2x-4), find x:
2x - 4 + x = 51
3x = 51 + 4
3x = 55
x = 55/3
x = 18 inches is the frame width
then
L = 2(18) - 4
L = 36 - 4
