L: Length ---> L=W+1
W: Width

P=2L+2W ----> 70=2(W+1)+2W

70=2W+2+2W
70=4W+2
68=4W
W=68/4
W=17 <------------ Width is 17
L=W+1=17+1=18 <--- Length is 18
