            The solution by @josgarithmetic is TOTALLY WRONG.

            For your safety, simply ignore it.

            The correct solution is THIS


W + (W+7) = 38/2 = 19


2W = 19-7 = 12.

W         = 12/2 = 6.


ANSWER.  The dimensions are  6 and 13 inches.

Solved.
