Hi there,
Make width = x
Length = 14 + x
Perimeter = 2 x Length + 2 x Width
68 = 2(14 + x) + 2x
68 = 28 + 2x + 2x
Collect like terms.
4x = 68 - 28
4x = 40
x = 10.
Width = 10cm
Length = 24cm
