it describes a function.
you will only get one value of y for each and every value of x.
solve for y in this equation and you get y = (10-3x)/2.
translate this equation to slope intercept form and you get y = -(3/2)x + 5.
that's a straight line that is not vertical so each and every x will have a unique value of y making it a function.
