Discontinuities and asymptotes come up because you can't divide by zero. Discontinuities are where the same factor appears in both the numerator and the denominator, asymptotes are where a factor appears only in the denominator.
Observe that the denominator of the rational function is (x+1)(x-3). Of these two factors, (x+1) also appears in the numerator, so it is a discontinuity. (x-3) only appears in the denominator, so it is an asymptote.
To find where on the x-axis a discontinuity or asymptote falls, set the factor equal to zero.
