Anything to the half power is the same as taking the square root. For instance sqrt%28x%29=x%5E%281%2F2%29 so
y=+-2%28x-3%29%5E%281%2F2%29 can be written as y=+-2%2Asqrt%28x-3%29
As a general rule this is true:
x%5E%281%2Fn%29=root%28n%2Cx%29
