Two lines that are perpendicular have slopes that are inversely proportional and opposite signs. If I have a slope of 1/2, then the perpendicular slope is -2/1. So a perpendicular line to y=-3/2X+2/3 could be y=2/3x+2/3 (in this case b could equal anything).
