"Vertices" simply means "corners"
First graph the given points b(0, 3), c(1, 0), and d(7, 2), then join the points from b to c to d.
Now where would the fourth point a(x, y) have to go in order to make a parallelogram?
Remember that a parallelogram is a quadrilateral (4-sided figure) whose opposite sides are parallel.
