The rule used is that if the degree of the numerator is less than the degree of the denominator, as in this case, the horizontal asymptote is the x-axis or y=0. This can be explained by noting that as x gets larger and larger, the denominator becomes larger and larger making y, which is a fraction, smaller and smaller approaching zero.
