FIND A RATIONAL FUNCTION THAT HAS VERTICAL ASYMPTOTES AT X=-4 AND X=5 AN X-INTERCEPT AT (-2,0)?

Since you have asymptotes at x = -4 and x = 5
there must be a (x+4) and a (x-5) factor in the denominator
y = k/[(x+4)(x-5)]

If y = 0 when x = -2, there must be a (x+2) factor in the numerator:
