That "plus" sign in front of the square root says
you are only going to have one y-value for each
value of sqrt(2x-3). That makes it a function.

Domain:
2x-3 must be non-negative.
Solve 2x-3>=0
x >= 3/2
Domain: All Real Numbers >= 3/2

Range:
Since y is never negative,
Range: All Real Numbers >= 0
