Easy way:
Choose a couple of arbitary values for x, say 0 and 4
set x=0, then 4=0-3y so y=-4/3 = - 1.33 Plot this point on the graph
set x=4, then 4=4-3y so y=0 Plot this point on the graph.
Since there are no x squareds etc, draw a straight line across the whole of the paper passing through the two points.

Interesting way:
Rearrange the equation so you have y on its own, y = (x-4)/3
The make a 11 x 2 boxes table for x=-5 to +5
For each value of x work out value of y
Plot all the points and join together. Be amazed if it is straight.
