Can you be a little more specific about what is in this section? (I don't have your book!). From the sounds of it, "Rational Expressions" means "Fractions", so you might want to look at my own curriculum that is free on my website for my INFORMAL explanation that you might understand easier than your book.
Do a "Bing" or "Google" search for my last name "Rapalje". Near the top of the search list, look for "Rapalje Homepage." Near the top of my Homepage, look for the link "Basic, Intermediate and College Algebra: One Step at a Time." Select "Basic Algebra" and look in Chapter 3. Probably since this is called "Rational Expressions 1" you are asking about, it's probably reducing fractions, which I covered in my "Section 3.01." Other sections in my Chapter 3 may also be helpful. ANYONE can send me an Email if you need help finding ANYTHING on my website.
