For our new line to be perpendicular to y = 7x - 6
it must have a negative reciprocal
7m = -1
m = -1/7 (our new slope)

Slope along w/provided point is plugged into the "point-slope" form:
y-y1 = m(x-x1)
y-(-1) = (-1/7)(x-0)
