y=a(x-h)^2+k
2=a(5-2)^2+1
2=9a+1
9a=1
a=1/9
y=(1/9)(x-2)^2+1
=(1/9)(x^2-4x+4)+1
=(x^2/9)-(4x/9)+(13/9)
As you can see from the graph below the graph fulfills the criteria.
