definition of a function is that, for every value of x there is one and only one value of y.
when x = 17, y = 15/4 only.
when x = 15/4, y = 17 only.
when x = 15, y = 17/4 only.
when x = 17/4, y = 15 only.
this fits the definition of a function where each x has one and only one distinct value of y.
therefore, the relation, expressed as a pair of points, is a function.
your domain is the set of all possible x values = {17, 15/4, 15, 17/4}
your range is the set of all possible y values = {15/4, 17, 17/4, 15}
the fact that the same values are in the domain and the range is irrelevant.
what matters is the ordered pairs that are associated with each other.
for every value of x, there is one and only one corresponding value of y.
here's a definition of a function from the web.

This is a function because there are unique x-values
The domain is {15/4,17/4,15,17}
The range is {15/4,17/4,15,17}
