Note the problem is poorly worded. Assuming the area surrounding the launch site is flat, the angle at which the crowd observes the launch is 0 degrees, which is not one of the choices.
Clearly the intent of the problem was to ask the maximum angle the crowd needs to observe the rocket at its highest point.
At the rocket's highest point (again assuming a flat area around the launch site), the distance of the crowd from the launch site is the adjacent side of the angle, and the height of the rocket is the opposite side. So we have
Opposite over adjacent is tangent; which of the answer choice angles has a tangent of sqrt(3)?
