The draining pipe drains  1%2F12  of the tank volume each hour.


The net water balance is positive  1%2F8 - 1%2F12 = 3%2F24 - 2%2F24 = 1%2F24  of the tank volume in hour.


Therefore, it will take 24 hours to fill the tank if both tubes are turned on.
