a. Energy of a mass M varies as it's mass, M, times the square of its' velocity, or E=MV²
b. If V is increased by 20%, then E changes by (1+.2)²-1, or +44%. If M is decreased by 15%, then E=((1-.15)M)V², or E decreases by 15%
