Mark rate:: 1/16 job/hr
Matt rate:: 1/24 job/hr

Equation:
x(1/16) + (x/2)(1/12+1/24) = 1 job
(x/16) + (x/2)(1/8) = 1 job

Multiply thru by 16 you get::
x + x = 16
x = 8
