I set it up as (18/x - 3=18/x+2)

x=amount of time he expected
x+8=amount of time he actually worked
r=amount per hour he expected
r-3=rate per hour he got
rx=18
18=(x+8)(r-3)
18=xr+8r-3x-24
0=8r-3x-24
24=8r-3x
r=18/x
24=8*18/x-3x
24=144/x-3x
24x=144-3x^2
-3x^2-24x+144=0
x^2+8x-48=0
(x+12)(x-4)=0
x=4
r=18/x
18/4=r
r=4.5
