Say the sink has a 15 gal capacity. The cold water runs 3gal/minute.
If the sink is filled in 3 minutes, it's filling at 5 gals per minute, therefore the hot water runs at 2 gal/minute.

1/5+1/x=1/3
3/5+3/x=1
3/x=2/5
2x=15
x=7.5 minutes for the hot water
check
3/7.5+3/5=1
3/7.5=2/5
6/15=6/15
ok
