The ratio is cats to dogs or cats/dogs. All ratios must be equal to each other (proportional).

The first given ratio 3/5 has to equal the second cats/535 or 3/5 = c/535. Cross multiply and solve for c.

5c = 1605 ---> divide by 5 ---> c = 321

There are 321 cats at the shelter.
