Let a and b be their respective rates:
Equations:
a + b = (3/20) job/hr
3a + (3+(33/4))b = 1 job/hr

Rearrange:
3a + 3b = (9/20)
3a + (45/4)b = 1
---
Subtract and solve for "b":
(33/4)b = 11/20
b = (11/20)(4/33) = (1/15)
B would take 15 hours to do the job alone

Solve for "a" using a + b = 3/20
a + 1/15 = 3/20

a = (9-4)/60 = 1/12
