x = 4.30/lb candy
y = 7.80/lb candy
4.3x + 7.8y = 6.3*21
x + y = 21
y = 21 - x
4.3x + 7.8(21 - x) = 132.3
4.3x + 163.8 - 7.8x = 132.3
-3.5x = -31.5
x = 9
y = 21 - 9
y = 12
9 lb of 4.30/lb candy
12 lb of 7.80/lb candy
