L OF PAPER = 21"
W OF PAPER =12"
LET WIDTH OF STRIP = X
L OF MAT =21+X+X = 21+2X
W OF MAT = 12+X+X=12+2X
PERIMETER OF MAT = 2(21+2X+12+2X)=66+8X=98
8X=98-66=32
X = 4"
