This is 6 hour to FILL the 1 tank.

First pipe fills    of the tank volume per hour.


Second pipe drains    of the tank volume per hour.


The net inflow is the positive difference   -  =   of the tank volume per hour.


Hence, it will take  6 hours to fill the tank if both pipes are open.
