What is the minimum number of lollies Renee needs to buy?

well, the minimum number of lollies she can give to anyone is 1.
so, assuming she gives 1 lollie to each of the 3 friends she knows the least amount of time, then the other 5 will get 4 lollies each.
5*4 + 3*1 = 23 lollies total.
