We know the square root of 4 is 2, but what about the square root of m to the 9th power?
To simplify the variable, divide the exponent by 2. If the exponent is an even number to start with, after you divide by 2, place the variable on the outside of the radical and that variable would have a power of whatever you got when you divided it's original exponent by 2. Now, if the exponent is an odd number to start with, after you divide by two, the remainder of your answer (example: 7/2 = 3 with a remainder of 1) stays inside the radical (above the variable), and everything else goes on the outside of the radical (above the variable). So,
