(y-2/3)^2 = 49
y - 2/3 = + or - Square root 2/3
If y - 2/3 = 2/3 then y = 4/3
If y - 2/3 = -2/3 then y = 0
Is this solution correct the way it is worked out?

Solving for y (y-2/3)^2 = 49

because the square sign is on the entire left term, it can be removed by square routing the right term. because the negative of the square rout is extraneous, it does not have to be counted.
(y-2/3)^2 = 49
y-(2/3)=7
now you add (2/3) to isolate y
y=7(2/3)
