Multiply numerator and denominator by -4+2i to get:
----
= [(-3+i)(-4+2i)]/[16+4]
------
= [12 -6i-4i-2]/20
-----
= (10-10i)/20
----
= (1-i)/2

multiply by (-4+2i)
(-3+i)(-4+2i)/(16-4i^2)
(12-6i-4i+2i^2)/(16-4i^2)
(12-10i+2i^2)/(16+4)
(12-10i-2)/20
