Multiply numerator and denominator by -4+2i to get:

= [(-3+i)(-4+2i)]/[16+4]

= [12 -6i-4i-2]/20

= (10-10i)/20

= (1-i)/2

(-3+i)(-4+2i)/(16-4i^2)
(12-6i-4i+2i^2)/(16-4i^2)
