Write the expression without using negative exponents. Assume that all variables represent positive numbers

(16/2,401y^4)^-3/4

The negative on the exponent means "invert".
The 4 on the exponent means "take the 4th root".
The 3 on the exponent mena "cube".

Inverting you get:
(2401y^4/16)^(3/4)

Taking the 4th root you get:
(7y/2)^3

Cubing you get:
