I'm confused as to what to do with the number on the outside

Use FOIL:

I = Ö7·Öp = Ö7p
     _       _
L = Ö7·9 = 9Ö7
                 _    __     _
Answer:  4p - 36Öp + Ö7p - 9Ö7
