You are working with 2 terms here and you want to simplify to one term.
Begin by factoring out the 9 from under the radical in the first term
√(9y + 27) becomes √(9y/9 + 27/9), now simplify
√9(y + 3) + √(y + 3), in the first term 9 is an even root and can be moved to the outside of the radical
(√9)(√(y + 3)) + √(y + 3), simplify the square root of 9 is 3
3√(y + 3) + √(y + 3), now combine like terms. There's actually a 1 in front of the second term so add together
3√(y + 3) + 1√(y + 3)
4√(y + 3)
