complete the square:
9(x^2-6x+9)+4(y^2-4y+4)=-61+81+16
9(x-3)^2+4(y-2)^2=36

For given equation:
center: (3,2)
a^2=9
a=3
length of vertical major axis=2a=6
b^2=4
b=2
length of minor axis=2b=4
