2x^2-2x+2y^2 + 6y -33 = 0
x^2-x+y^2 + 3y = 33/2
(x-.5)^2 - 1/4 + (y+1.5)^2 - 9/4 = 33/2
(x-.5)^2 + (y+1.5)^2 = 33/2 + 5/2
(x-.5)^2 + (y+1.5)^2 = 38/2
(x-.5)^2 + (y+1.5)^2 = 19
c(.5, -1.5) r = √19
