2x^2-4x+y^2+4y=0
complete the square:
2(x^2-2x+1)+(y^2+4y+4)=0+2+4
2(x-1)^2+(y+2)^2=6
(x-1)^2/3+(y+2)^2/6=1

Its standard form:
center: (1,-2)
a^2=6
a=√6≈2.4
