The x coordinate of the center point C(x,y) is given by
(2) x-2 = 0 or
(3) x = 2
The y coordinate of C is given by
(4) y+1 = 0 or
(5) y = -1
The center of the circle is at the point C(2,-1)
The radius squared is 16, so we can get the radius from
(6) r^2 = 16 or
(7) r = 4
