y-k+=+a%28x-h%29%5E2 -- vertical parabola
x-h+=+a%28y-k%29%5E2 -- horizontal parabola

for vertical parabola:
If a%3E+0, the parabola opens up
if a%3C+0, it opens down

for horizontal parabola:
If a%3E+0, the parabola opens right
if a%3C+0, it opens left


in your case we have:

+y-3=%28x%2B2%29%5E2+...vertical parabola...a=1,so a%3E0 and the vertex is is (-2,3) and it opens up
