x^2+y^2-3x=39-6y.
complete the square
x^2-3x+y^2+6y=39
(x^2-3x+9/4)+(y^2+6y+9)=39+9/4+9
(x-3/2)^2+(y+3)^2=50.25
center: (3/2,-3)
radius=√50.25≈7.0887..
