The "equation" is really an "expression"! To be an equation, it must be equal to something!

In any case, if you set it equal to 1, then you have an equation for an ellipse because the first term is divided by a "square". so you have:

This is the equation of an ellipse whose centre is at (2, -1) and whose major axis is parallel to the y-axis.
