x^2+y^2+6x+8y+9=0
(x+3)^2 - 9 + (y+4)^2 - 16 + 9
C(-3,-4) and r = 4

x^2+y^2+6x+8y+9=0

(x^2+6x)+(y^2+8y)+9=0

(x^2+6x+9-9)+(y^2+8y+16-16)+9=0

(x^2+6x+9)-9+(y^2+8y+16)-16+9=0

(x+3)^2-9+(y+4)^2-16+9=0

(x+3)^2+(y+4)^2-16=0

(x+3)^2+(y+4)^2=16

(x-(-3))^2+(y-(-4))^2=16

(x-(-3))^2+(y-(-4))^2 = 4^2

The equation is now in (x-h)^2+(y-k)^2=r^2 form where h = -3, k = -4 and r = 4. Note: this conic section is a circle.

So the center of this circle is (-3,-4) and it has a radius of 4.
