x^2+4y^2-6x+8y+9=0   

(x-3)^2 -9 + 4[(y+1)^2 -1] + 9 = 0

(x-3)^2 -9  + 4(y+1)^2 -4 + 9 = 0

(x-3)^2 + 4(y+1)^2 = 4
