(x-h)² + (y-k)² = r²
So,
x² + y² - 4x -14y + 29 = 0
x² - 4x + y² -14y = -29
x² - 4x + 2² + y² -14y + 7² = -29 + 2² + 7²
(x-2)² + (y-7)² = 24
ANSWER
(x-2)² + (y-7)² = 24
