Write the equation if endpoints of major axis at (-11,5) and (7,5).
Endpoints of minor axis at (-2,9) and (-2,1).

Plot those points so you can see what is happening.
----------------
center is at the midpoint between (-11,5) and (7,5).
mid point is (-4/2,5) or (-2,5)
---------------------
2a = distance from (-11,5) to (7,5) = 18
So a = 9
---------------
2b = distance from (-2,9) to (-2,1) = 8
So b = 4
-------------------
Equation:
(x+2)^2/9^2 + (y-5)^2/4^2 = 1
-------------
(x+2)^2/81 + (y-5)^2/16 = 1
